2. Formulation:
PowerHouse Consultants’
linguistic competence,

donor formats and side-by-side
approach for joint development
by PHC consultants and project
staff of project documents -
including Logical Framework Approach
(LFA) - serve the dual
purposes of creating
professional documents and
capacity building of
counterparts.
